To provide disability welfare services under Japan’s Comprehensive Support Act, you must obtain a “designation” from the relevant authority. Without this, you cannot legally operate. This article explains the steps involved.
Steps from Application to Opening
① Preparation (2–3 months before)
Decide on service type, target users, and capacity. Secure premises and build your staffing structure.
② Document Preparation (1–2 months before)
Prepare the designation application form, operational regulations, floor plans, and staffing charts.
③ Pre-consultation
Consult your local government office. Requirements vary by municipality.
④ Submit Application
Submit before the deadline (usually early in the month prior to your intended opening).
⑤ Review and Designation
If approved, the designation takes effect on the first day of the target month.
⑥ Opening and Benefit Notifications
After designation, promptly file notifications for applicable benefit additions.
